Off-plan property in Tangier is often the best way in for investors and MRE buyers, as long as you know the rules.
Tangier is one of Morocco’s most dynamic cities, and a large share of new homes are sold off-plan, before or during construction. For investors and Moroccans abroad (MRE), it is often the best way in. As long as you know what you are buying.
Why buy off-plan property in Tangier?
- Launch price: the first units of a project are usually sold at the lowest price. The price often rises as construction progresses.
- Choice: at launch you pick the floor, orientation and view from all available units.
- Staged payments: you pay in instalments as the works progress, instead of all at once.
- New build: modern standards, insulation, lifts, gated residences with facilities.
A market that supports demand
In the second quarter of 2026, Tangier recorded the strongest price growth among Morocco’s major cities (+2.3%), and land sales rose sharply. Developers are buying land for new projects. All the figures are in our article on the Tangier real estate market in 2026.
The Tanger Med port, the free zone, the high-speed rail line to Casablanca and the 2030 World Cup keep attracting companies, employees and visitors.
Off-plan or completed: which to choose?
| Off-plan | Completed | |
|---|---|---|
| Price | Often lower at launch | Market price |
| Payment | Staged during construction | In one go (or mortgage) |
| Choice of units | Wide | Limited to what is left |
| Risk | Delays, different finishes | You see what you buy |
| Rental income | Only after handover | Immediate |
The risks, and how to limit them
The main risks are late delivery, finishes that differ from the brochure and, rarely, a developer in difficulty. Law 107-12 on off-plan sales (VEFA) regulates these purchases: a written contract, payments tied to construction progress, and guarantees. To limit the risks:
- Choose a developer who has already delivered projects, and visit them.
- Check the land title and the building permit.
- Read the contract: delivery date, late-delivery penalties, specification of finishes.
- Never pay more than the legal payment schedule allows.
We cover all this in our 7 mistakes to avoid when buying off-plan.

Your strategy by goal
- Sell on completion: aim for a sought-after location and buy early. Factor in capital gains tax.
- Long-term letting: favour proximity to employment zones, schools and transport.
- Holiday lets: Malabata, the centre and the seafront. Check that the residence rules allow it.
- Preparing a return to Morocco: think first about daily life (schools, mosque, shops); value will follow.
